Reducing voltage on 16.5 Volt solar panel

Will the following device work for reducing voltage on my Powerflex 20
watt solar panel to allow charging of various electronic devices?

solar panels. The stepdown has selectable voltage levels and 6 common
tip sizes so that you can use these solar panels with most portable
