Get yourself a new cap.
What's a scrub-washing machine?
Does it really have scrubbers on it?
Or does it just agitate and spin¿

If it works normally with no load but only hums when there’s a load, the motor is probably struggling to start under load. Since the starting capacitor is getting hot, I’d check or replace the capacitor first, but also make sure the motor and drum/agitator aren’t binding or unusually hard to turn.
