A hypathetical question . If a DVR picked up what appeared to be drug type
deals going on around a property and was reported to local narcotics unit -
and within 30 minutes people started to scramble like chickens without heads
going in and out of a property as if they got some kind of warning. Would
you recommend calling the FBI, and turn over the removable hard drive or
would handling the HD be tampering with evidence?

1st off local drug enforcement or possibly DEA would be the agency to call.
Not FBI. Then let them tell you what they want.

More likely someone had a police scanner.
Would you recommend calling the FBI, and

Whom, if anyone, you turn the HD over to is
your discretion. Carrying it to the authorities
is not tampering. If you changed the information,
say by deleting images of a friend, that would
be tampering.

Then again, IANAL.
