I'm finding it hard to believe this circuit isn't working. It's almost verbatim to what's on the datasheet. Without the transistors there is the full adjustment range (1 to~14V). With the transistors the range is 12 to ~14V. I left the capacitors out for ease of experimenting.

UPDATE:
My bad. That is a circuit extrapolated from LM317 datasheet. For some reason there is no high current, adjustable application for the 337s. Curious. Also in the 317 a LM195 is used in place of the output transistor and the other transistor is a PNP. I'll experiment with my new found insight and see where it leads me.

The transistors will give extra gain. Without the capacitors, this may be enough to set the circuit into oscillation.
