I have a Rechargable battery. Something is written on it. "12V - 4.5Ah". What does Hour ("h")means here. Does it mean it can gives 4.5A at 12V for an hour?

It can give 12V at 450mA for 10 hours. At 4.5A, it will waste some of its power as heat, so will last less than an hour, maybe only 45 minutes. ;D
On many lead acid batterys the discharge time is indicated like 12 V 4.5Ah/5h. This means that 5hours is the shortest discharge time in which you can expect 4.5Ah from this battery.

Of course a rechargable battery should include time in its ratings. It is its capacity, or how long its charge will last for a certain load.
I think all batteries, especially disposable ones should state their A/hr rating. Instead of "super heavy duty", whatever that means. ;D
