Is it "faulty" because its being "shorted" . . . . . as it looks like a ferrite / powdered iron cored inductor of ~ 4 turns of #18 enameled magnet wire, being wound at one end of it, then being black shrink wrapped. Then some nice illegible white symbolization of . . . . PA4-1027-? . . . .is being stamped upon it.

How do you know it is faulty if you don't know what it is and what its correct operation would be?
There are no visible signs of a defect here.
I have two other control boxes that have the same board and they both measure 2ohms where this is open circuit. Sorry thought I added the other picture as well. It’s a bit hard to see but it has blown out the end of the component. It is a control circuit for a dc motor.

It's likely a 1 mH inductor like this one.
The value is coded in the "102R" part of the label.

Being a passive component it is not likely to be the cause of the fault - just the result of it...... Something else in the circuit has gone wrong.
