Yahama RX-v450 fault off BD3816K1 IC ?

Has anyone witness such an IC go bad?
It is getting quite hot to touch (IC301).

The problem started as a protection of PS error.
I traced it down to the -12V regulator being overloaded .
next I found a shorted PNP transistor Q308 (C-E)on the -7V regulator (2SA1015 on the schematics,but on the broad I found 2SA1266).

Replaced the transistor with a 2N4403(I had it in stock...switching C-B legs ).
still same problem the IC seems to draw too much current.
The board is Function(1)

Hi dorke. If possible we need some good pictures of both sides of the circuit board and if you have a circuit diagram you could post that would be great.

I have the full S.M,It is too big to upload.
Here is the section I described above in words.
I think IC301 is shorted inside ,as it warms up quite a lot.
Anyone has seen does chips fail that way?
