I would like to build a circuit to automatically measure the dryness of the soil in a hanging basket and then water it when required. Some type of soil probe and a water solenoid set up. Any ideas?

I am looking to control some outdoor spot lights on three circuits via a remote control. The lights are on 230v, 50w and about 10mtrs away. Any help would be appreciated.
