phase shift

Hi everyone..
I've a question here. I have a square wave of high-level 3.5V and low-level 0.1V. I need to do a phase shift of 90 degrees to this signal.

I read in the internet that it is possible to do it by using op-amp triangle wave generator. Here is the link:

But it's only work on a symmetrical square wave(eg HL=5V and LL=-5V). So, do anyone know how to do a phase shift for my signal? I hope you can share your knowledge with me:)
