UT61E multimeter AC measurement issue

My UT61E multimeter gives wrong read for 220V AC
Is it fixable?

Is it just AC voltage that has the issue, or is it also on other measurements, eg DCV, Ohms, etc?

I am responding to YOUR query. I never suggested it was PTC 2.
In the schematic when you select AC measurement
PTC 2 is switched in series with the positive lead. Can you see the board itself are there any anomalies anything look at a place burnt discolored just follow the schematic and lead to the circuit in question or take a wider photo of your board please.

If there are no obviously blown parts then try adjusting (note the position of first and ensure you can replace them to their original settings if you have to) VR2 or VR4. Maybe just give them a 'wiggle' in case it's down to dirty carbon tracks.

yes and it did nothing, i moved it have cycle each direction and the read didn't change than 70 ACV
Dud main IC then. Does it 'zero' with the leads shorted? Does the reading change at all when the AC input does? If so, does it follow a linear change?

Yes when i connect to AC it start at 99 acv and drop to 70 or 50
I made short video I'll put link here. The Fluctuation when i connect and disconnect to the AC
