There are 2 black wires... They are both disconnected!!! I don't see where they connect

The ribbons look to me to have a release clamp on the connectors.

That 'black' thing is possibly a 'filler' cord they use in multi-core cable. If it doesn't have a wire core then that's precisely what it is.

The ends look burned off. They connect to the board under the red tape...

What if I connect my multimeter to the wires to check for voltage? ?? Hehheh such small wires!!! I will need to be miniaturized with a very sharp an proper sized wire stripper.

Don't mess with them (yet).

With the set the right way up, put the black shorting link (behind the rubber plug you mentioned at the start of the thread) on the BOTTOM two pins.

PRESS and HOLD the CALL/SET button on the front panel whilst powering the set up. What happens?

If there's only 3.5V-ish when the power is OFF, what is the voltage from your power supply when the radio is disconnected?

So your power supply drops from 12V to 3.5V when it's connected to the VHF (and the VHF is OFF)?

What are you using for a power supply?

Feel free. It's your set. Who knows? It might work. It might also cause even more damage. Thing is, if you don't know what it will do then DON'T DO IT.

Measure the resistance across the red/black wires (power).

Ok the final dilemma of his fix....
There are a couple capacitors on the shield which look like aftermarket work, so maybe somebody tried to fix it before me and added these? There are also these two green jumpers.... Should I remove them?
