    That board is probably just a "opto isolated relay card" - but with a transistor output instead of relays. What box did you pick it out of? This card should not be hard to draw up schematic for one of the channels.

    Assuming you refers to voltages: I don't know if the term is more vague in other places of the world, but here (Norway) there is a very distinctive difference between the terms: Phase voltage : Voltage between neutral/ground to phase. Line voltage : Voltage between phases.

    Yes, it's possible, but bear in mind you need negative supply voltages as well. Also be sure each supply can deliver enough power - i.e. should be able to deliver at least same current as LM317T is capable of. Also you have the issue of getting 70V DC.

    Yes, you can. Just bear in mind that a cat6 cable is often more stiff and thicker can therefore may be harder to install and get past corners.
