    Yes that's the one & its pretty mutch at its limits in that application. Tr1 is the main switching MOSFET, if the powersupply is aleast firing up then this is probably not faulty.     I would be suspicious of that Relay, especialy if it carries the charge current. It doesn't look big enough to carry 15A for long. It may have burnt contacts in it, have had similar problems with that size relay in other power supplies. Also check for poor solder conections on the board.

    Generator AVR

    Asuming its a 110/240v ac gen. Heres the circuit of a typical cheep generator AVR, & voltages. A common problem is dry solder joints on the switching MOSFET. These AVRs are quite cheep on Ebay.

    I have a diferent type of Strobe distress light that uses 2 x C cells, it draws 1Amp aprox for less than 1 second just after it flashes. This flashes about every 2 seconds & lasts about 12Hrs with Alcaline cells. So yes they can draw 1Amp but in pulses. This is a Xenon type Strobe.
