    Depends on the circuit design of ESR tester. Googled ESR Tester from Internet and build it. It's using high frequency step down transformer. It's high impedance and not loading in circuit capacitor testing.

    Use the ac plug of soldering iron to discharge the capacitor. It will act a 30W bleeding resistor and well insulated. Touch ac plug both terminal to capacitor terminals and wait 30 second before removing it. You can safely discharge even 400V DC.:)

    Mostly vacuum tubes does not have intermittent problem. It can only be weak or totally defective. Probably you have defective power supply. Let experience technician to troubleshoot. High voltage exist on power supply.+B.

    VGA to Sync on Green

    You need also mix all RGB signals into 1 composite signals. Even if you able to properly sync signals. You will be missing dot display Red and Blue. Example: You have red , green , blue circles from your RGB signals. Only green circle will only pass on interface circuit and displayed on CRT.

    I think this is a pwm controller only. You still need AC to DC pwm inverter ( power supply ) to be able to use it.

    How about we still use the a working PWM working circuit and place an inductive load to its 220 AC output. This will solved LED problem with PWM control voltages. AC output will therefore be reduced and together with LED brightness. I'm not really expert in Triac circuit. Just wondering...
