    I don't think that a 240V circuit with one end as the grounded conductor is possible (certainly very unlikely) in the US. You might get 208V from the "stinger leg" of a 240/120V-3ph delta to neutral, but 208V <(230V - 5%). A transformer is likely in your future.

    One of the wires goes to a photo-electric cell ("solar cell") that generates voltage. Another goes to a photo-conductive cell that detects the presence/absence of sunlight. Photo-conductive cells are made of cadmium selenide/sulphide. The remaining wire is a common.

    Here's a pretty-good description of what's available. Are you doing your own current modulation scheme, or simply asking for a power-percentage?
