    3 ohm dc resistance does not seem anywhere near high enough for a small transformer. I would expect something more like , as I sad previously, 20 dc ohm resistance to give the required ac impedance for operation. Below is just one example for 220v ac. https://sound-au.com/articles/xfmr4.htm

    No point if , as the Op says, existing transformer primaries measure out at 3 ohm a piece. I tend to think the measurements were done incorrectly.

    Broad question however, everyone whether electrical or electronics needs a "reasonable" quality multimeter.     Well, if you know anything at all, that would be expected if any fuse were buried in there and it blew. Show a closer detailed version of your photos so anyone can make out any markings on the pcb around the transformer and all the relays especially. Some detail may be assumed from there. Then...

    It's a 2 in one capacitor used for rf suppression. Probably in the range of 0.1uF per leg. One leg each to the motor with the green to the frame. Might pay to double check as it does not look like the earth wire on the main lead is connected to anything.

    You really need to look at how a P-channel mosfet is used as a high side switch. Plenty of info on the internet.
