    What happens if you put the original board back in circuit. No idea why you seem to need to go to 18V. The voltage you see is simply open circuit voltage and should not take much effort to get it under control.

    Usually one would suspect the resistor however, it looks quite normal. Then again the underside may be a different story. (possibly blown) That would then leave the 3 terminal device, which, without any detail, impossible to say what it is. Wondering what happened to the (looks like) missing...

    You give no indication of make model or any detail to go by however, I seriously doubt TV manufacturer would include any power supply capable of any aux power output, let alone 6 to 10A for any LED strip.
