    Install an LED dimmer of the appropriate type. Note that all dimmers do not suit. That is of course if it is a dimmable LED fitting, otherwise all you will get is flickering as you have already experienced. In that instance get an LED dimmer of appropriate type and an LED fitting to suit.

    Didn't say what the "results" of the diode check were although that would be only preliminary. An actual zener test would be more conclusive. Would be very suspicious of 1 zener going down let alone 3 with the properties of the C2 cap at hand. Guessing in this instance, "decode" to mean gave up...

    C2 and C20 look puffy to me........ perhaps a clear shot of the other side of the board would help as would the numbers from any switcher ic'c or mosfets.

    Normal approach would be to use 10th of an ohm resistor. @3A , 1ohm would create too much losses. A 0.1ohm would do the same job only use a multiplication factor by measuring the voltage drop across it. What is the load...??
