    Multimeters may well operate on a similar basis BUT they allow very small current to flow. It is possible you may have damaged something with your test arrangement. I doubt any advice given here will "save your life", that would be governed by your actions.

    Are you sure about those input /output levels..? If so, it could be an early attempt at a dc/dc converter but doesn't appear to be enough components in the vicinity. Also, in these, the tranny rarely, if ever, fails. Show a top view of the complete board.

    Like that is going to solve the low voltage drop around the tracks how..?? Aside from that, it might be ok where you are, but many places, running mains cabling requires licencing of one kind or another. Part of the licencing requires the knowledge that you apparently lack.
