    cut the lead completely off maybe 25mm behind where the (cat then) chewed it and redo termination. If you can get access to the other end you can test each conductor for continuity with a multimeter.

    In #3 above you said you had soldered the wires back into the board but it did not work.....??????????? Anyhow, one thing further you can do is cut back the lead further back than where the dog has chewed it, as it is likely the wires inside are broken.

    If all else fails, there are LED fluro type tubes out there which connect directly to the mains. Just need to install a supplied fuse in the form of a fluro starter between both ends of the tube and you're done.

    Fluorescents take a couple of thousand volts to "strike" and you won't be able to measure it anyhow. Best just to check the pins on the lamp itself. If they are intact(circuit on each pair) then the driver is kaput.
