    Yes, line filter. Stops all the radio frequency noisy blasting the neighbourhood. Planer should work fine without it but you may get neighbours complaining their tv is going beserk every time you switch the planner on.

    Some power packs the switch is momentary hence, if the pack will not stay switched on, there is a problem with the battery. Photo uploads usually fail because the photo is too large. Resize and try again. There are undoubtedly instructions somewhere in the how to post area.

    Don't assume that motors draw a balanced load. It may not require a neutral but the phases can draw different current values. Perhaps not much but different all the same. If the wiring was to provide a 5 pin plug for a 3 phase motor, one would normally provide a neutral as one never knows when...

    Using these with Arduino for all but the lowest power drain projects is asking for trouble. Use some decent AA cells at least during initial project tests. You can always revert back to the PP3 if you really must once you determine it is of sufficient capacity ( which is always questionable)...

    Seems an odd-ball ic...nothing came up on a quick search.... Test for any shorted pins...sometimes they use multiple pins for the mosfet so that might be an indicator...

    Probably both, a fusible resistor. Not common to replace just individual diodes in a bridge. Space might be a problem replacing with axial type diodes. I'd say some other fault there as well, not just the ones you point to.

    Second thoughts also, you could run the Arduino into the Vcc terminal straight from one of the 3.7v cells ( they don't draw much) and forget about the converter.
