    If you are just starting with the micro why not go for the Aduino Nano. A little over $4.00 delivered complete with a usb lead. Plenty to learn before one jumps in the "deep end" so-to-speak...

    R9 is shown as 0 but there would I imagine be some notes or whatever that are not shown to give the required size. So I gather it is now working the way it is supposed to...?? Don't know why you are fiddling with external ammeters when you originally said you are looking for a voltage of 0.5V...
