    I think it is a question of practicality when designing the architecture of the system, if every data word handled was unknown length from one to the next it would be difficult to design a system that could handle this, and just complicate things unnecessarily. M.. ,

    If you are using manual on/off switching, then a simple DPDT toggle switch will perform both. M.

    I am not aware of any qualifications to post here!;) PC fans are now usually PWM and have a 3 pin connection. Does it have a 2pin or 3pin connector, although the 3rd pin is usually a rotation detector. Older PC fans are simple DC motor fans instead of BLDC. M.

    Without the Capacitor, the size of which is DC load dependant and % of ripple desired at full load, the voltage is slightly less than AC input, with cap it will be = 24 x 1.414 (minus a couple of volt drop across the diodes). ~32vDC. M.
