    That device operates using an interface card fitted in a PC. It will do 'nothing' just powered up and standing there. Have you connected it to the appropriate interface and used the correct controlling software?

    Well you could buy it from an 'expensive' source that has a big name behind it but you'll probably end up with the very same item. Max power consumption is borderline at full load but for most applications I'm sure it will be fine.

    You should get approximately 170V DC after the rectifier. Potentially missing one leg of rectification with such a low reading. Change it. I901 (chopper controller) would be the next suspect - can't see a device number on it though. Got a schematic?

    Could be a case of the connecting wires (to the filter) being broken - usually at the point of entry/exit. Use a 'pin' to penetrate the insulation at either end of the filter and test across the pins. If there is a measurable resistance (as stated in #2 above) then you might have some success...
