    What about a plastic float switch? Ebay has heaps of different types. Depending on what you want the switch to do, you could possibly not need the Arduino.

    The "big red breaker" is probably just a main breaker to cut all the power. Motors can cause nuisance tripping of RCD's, especially on starts. My guess is that this would be your problem.

    Why use an RCD if the incubator and lead have passed a recent PAT? Does the incubator have a fan, or is it just heating elements? Is the rest of the house protected by RCD's?

    Run the PC through a 5 minute Turbo Timer. Most auto accessory shops or auto electricians should be able to supply one. Does the PC shut down correctly when the power is turned off?

    Just go to your local electronics store and ask for 3amp diodes. 1N5400 - 1N5408 would be a suitable type.

    Unexpected voltage drop

    As Steve advised the load is more than your power supply can provide. What is the output rating of your power supply? The Acc wire is usually just a "wake up" wire on newer car head units, so draws very little current. The constant 12v wire is the main power wire.
