    Aren't the 3V cells Lithium Manganese Dioxide? You need to be sure of the chemistry. If you don't charge Lithium-based cells correctly you are likely to have a fire or explosion.

    Welcome to EP! I'd start by checking the diodes inside the bridge rectifier to the right of F1. Look for any signs of overheating/scorching of any other component or the pcb. Check components mounted on heatsinks.

    Li-ion cells have a nominal voltage of 3.7V, so a 3S3P battery should provide a nominal 3 x 3.7V = 11.1V. Are you sure of your battery's voltage and chemistry?

    If 3 x AAA give only 4.16V they are practically dead. 20mA or thereabouts is the typical working current of a common-or-garden LED Tricky to advise on probe placement when we have no idea what the toy or its internals look like ;).

    If you mean put them in parallel, that will give them all the same voltage, hence all will need individual resistors or else they must be closely matched for forward voltage (Vf). Are they all the same colour?

    Welcome to EP! The implication is that there are three 1.5V cells in series. Can you confirm? How much current does the toy draw (you will need to disconnect one battery terminal to check with a test meter)? Why, if you can't access the LEDs individually?

    Welcome to EP! This is a long shot, but is that a coin cell in the bottom left of pic 2? If so and it's dead (or nearly so), that might be the culprit if it supplies something which the BIOS needs to get started.

    That's one thing, but preventing a powerful transmitter from spewing EMI is a different ball game. A domestic power socket would have to be capable of handling several kilowatts, not a mere 30W.
