    I cannot think of any reason to measure the voltage on such a low value capacitor. Instead you might be able to measure the voltage of the thing that charges it.

    Calculate the capacitor discharge time. Your voltmeter might be 20M ohms x 100pF = 2000us which is 2ms. Your voltmeter cannot show anything for only 2ms but if it did you will not see it.

    With your very low resistor values and 60Hz then the capacitor must be a huge electrolytic one. When it gets the wrong polarity 60 times each second from the AC then it will explode. A series diode blocks the wrong polarity, it does not short it like your capacitor does.

    No, the speed of the motor should be controlled with a Pulse Width Modulation circuit (PWM). Your pot will get hot and probably soon burn out and if the speed is set low then the motor probably will not start running. If the load on the motor increases then it will slow down and maybe stop.
