As I remember it takes a day or so for the moderator to authorize you registration. It keeps the spammers out. I think you can still do a search.

This is where you need to go back to the PICAXE forum. Go to the "Active PICAXE Forum" and do a search on "AXE026". This will give you threads where people have download problems, and hopefully, solutions that you can try.

Basically the computer program is trying to get the PICAXE to respond. This is a common problem with people first using the PICAXE. With their cable it should be straight forward.
Check >Control panel>system>device manager>com ports to see which com ports are available.

Are you trying to undercut the price or size of a PLC?....because PLCs will do exactly what you want. Otherwise, you are looking at programming a microcontroller with input and output buffering, powering, and packaging.

As Steve said make good images of both sides. Highlight over each PCB trace on the paper image as you replicate it on the paper/CAD schematic. This makes sure that you don't leave connections out.

A Faraday cage will prevent the cellphone from receiving calls. You would need a big one that would have room for the patient and surgical team. Also the center of some buildings are cellular dead zones.
