What does the unit do/not do? If the DVD isn't working, in what way isn't it working? No discussion spinning?

A somewhat over complicated solution. Can't you put an index slot on the wheel and use it to start a counter and interrupt a 'beam' and simply count those that pass?
With it actually 'in position' - what did you measure as the input and what did you measure as the output? What evidence did you have to justify its removal for out-of-circuit testing?
That's too true - and it's not 'don't require too much technical knowledge', it's ZERO technical knowledge - they do, however, insist on 'procedural knowledge' - which is all that black-box users need to know.
I echo @hevans1944 concerns. Anyone holding a decent amateur classification license would have the requisite technical knowledge to fully understand the needs and solutions for the OP's proposal - it's 'baby stuff' as far as genuine amateur radio operators are concerned.

Making sparks and blowing fuses whilst taking test measurements just tells me that you don't have the requisite skills to affect a repair and you're more likely to create other problems as a result of your 'poking around'.
No 'measurement' (if taken properly) will cause a spark or blow a fuse -...
Forget GPS - you need centimetric resolution which can cost a LOT of money.
Lasers would be good, with a 'stop' function should the beam be broken/interrupted by someone walking across it. Fairly simple to implement too.
Research 'white line follower' as the basic principles of that system...
Power supply output? What voltage do you read?
If it is 'good' then you can compare voltages between channels at strategic points and note the discrepancies between the working and non-working channel.
I'm not about to decipher the track layout! but there MUST have been an error between the translation between design and final product.

The battery depends on the power consumption and how long you want it to run for.
So:
1. Can you measure the total power consumption when in 'normal use'? Or at least give us details the modules (Bluetooth and amplifier(s)) being used?
2. Tell us how long you want it to run for?
