    An element like that would be controlled by switching it on and off with a variable duty-cycle. Considering the element's high thermal inertia, the switching could be done either by phase angle control or by whole cycle counting.

    What battery chemistry? Lithium batteries are very fussy about their charging regime. A dedicated battery charge control IC might be better/safer than just a constant-current source.

    That is the case if the LM3914 is in dot mode, but I don't see how it would work, regardless of the resistor values, because all ten outputs sink the same current. The IC needs to be in bar mode instead, so that an increasing number of current sinks become active as the IC input voltage rises...

    The simplest way to drop the voltage would be to use 3 silicon diodes in series, dropping ~2.1V to 3V depending on current. Any idea how much current your alarm system draws? A low drop-out regulator would be a better solution.

    Can't find an exact equivalent, but it's a controller for a switch-mode power supply (SMPS), so perhaps you could just use a ready-built cheap SMPS (plenty advertised) instead?
