    Second thought, problem with my circuit is the high beams would stay on when it latches. As a workaround, You could either use the low beam position of switch, or add a nc contact inline with the high beam switch, or add a blocking diode with the cathode side connected to the relay coil.

    If you have power on 85 and 86 your pump should be on. If you know the coil is energized, try jumpering terminal 30 to 87. If the pump turns on, the relay contacts are fried.

    By the time you add a ps, timer, and a relay, you might be able to purchase a larger motor to give the required torque? I would also investigate that the wire size to the motor is sufficient, to minimize voltage drop.

    You should be fine as long as you don't exceed about1/2 of its rating. The internal cooling will not be optimal but should still be ok the way it is. If you can run larger wire to minimize voltage drop, I would do so.

    I agree, it really depends on the load your putting on the motor. If you reduce the voltage the current is going to go up to do the same work and will produce more heat. Another consideration is the cooling ability of the motor will be less by running at a lower voltage.
