    Sound ok to me. But, You might run into a problem when reenergizing your valve if the ret port air pressure bleeds off. Eg. Jerky motion when valve cycles again. Try to simulate the delay scenario before you get too involved, or better yet, talk to a pipe fitter.

    I don't know the wavelength, but I'd be concerned with the heat. Make sure the lamp is nowhere near combustible materials, and the wiring to the fixture is rated for 90c.

    Yes, Delta is preferred in industrial settings with motors and machinery, because you can loose a winding or blow a fuse and still have full voltage on all 3 phases. (Reducing downtime) Where as, Wye is more commonly used for lighting circuits.
