    ISTR the POST (plain old telephone system) uses a 50V (or thereabouts) supply on the line. It is AC (for ringing) and DC for conversing. If the local switchboard (exchange) went down then it should normally have it's own battery-backed supply to maintain that voltage.

    The red/white audio OUT signal isn't powerful enough to drive headphones directly. You'll need an amplifier. Does the set not have a 3.5mm audio out socket? If not then as mentioned, an external amplifier should be used.

    Looking at the breadboard layout I can see the white wire link (from one of the coil wires) isn't connected to anything....... similarly, if the copper wire DID have an enamel coating there would be signs of it where the wires are soldered to it - I can't see anything.

    If Dout is your serial data then you can connect it to whatever pin on the Arduino you care to configure for serial data input. Whether or not that pin requires a pull-up or not depends on the devices themselves (internal pull up resistor?).
