    Depends on the equipment. If it has a transformer on the input you're more likely to be able to fix it. If it was a Switched Mode Power Supply (SMPS) the damage is likely to be greater but, still, it can probably be fixed. Open it up, post some pictures of the damage.....

    You want a voltage-dependent (sensing) switch. The 'sensor' will form part of a resistive divider circuit who's output will be fed to the detector circuit that switches at the (pre)set voltage(s).
