    Yes. There'll be a cross-over point when the voltage/current is enough to drive the pump. The pump will only draw the .7A, even though your vaiac is capable of 2.5A.

    I'd use CocaCola's remedy. I've known people that used chemicals to clean their tanks, or effect leak repairs that ended up killing the fish when they were returned to the tank. You have to watch that.

    I work a lot of test and measurement equipment. I just wanted to add that the airflow is often critical inside precision equipment for cooling purposes, and your fan speed would change. If this is one of those critical applications, consider the cfm airflow requirements of your equipment.
