Hakko's are very good soldering stations. Buy one from a reputable store. The extra £10 could be a real money saver!!
Contact these here, they are UK based and say "only genuine"..I have never heard of them though..

You don't need to tin the wires.
If you say each pair is negative and positive.. Do you mean 'both' wires in a single insulation? Or two pairs where each has a positive and negative?
Either way, make sure they are not touching each other when screwed to the power supply.

I can see resistors, ceramic caps, potentiometers, IC's and an Arduino..
If you can find a proper close screen shot, someone here can tell you exactly. Just not the pot values..

You may want to look at 12v illuminated switches for this project.

My question would be why two batteries in series if you only need 9 volts?
Just wire them in parallel and you'll have 9 volts.. Plus twice the run time.
Then just use an automotive illuminated rocker switch.. Job done..
Unless there are reasons you can't do this?

That looks a lot neater from a top view. Looks more like a deliberate application of glue for the larger caps and ferrite chokes, rather than leakage. As Harald suggested against vibration etc.

Personally, I would start with a cheap $2 chinese toy with flashing lights. Cannibalize it and run it from a 5v phone charger (assuming it runs on 3 or 4x1.5v). Batteries wont last 2 minutes in those toys!
