    Yes, moisture can wreck electronics but there is usually some visible signs associated with it. If the fault isn't readily apparent then, as mentioned, finding and repairing anything more than faulty leads, duff power supplies etc would be more trouble than purchasing a replacement board.

    Either type will work. Tantalums are good for timing circuits or low ESR requirements neither of which are specific to the schematic you show (ETI magazine perhaps??) Solid capacitors (MKT, plastic film etc) would also work - although on the power lines I'd still use electrolytics.
