    The transistor circled in image BOARD2 - adjacent to L600 - looks to be blown. If you've recently replaced it I suggest you got the EBC lead arrangement wrong. Many of those TO92 devices have differing pinouts and need to be carefully checked before fitting.

    Connect a simple generator to the driven wheel. Measure the voltage output and feed it to a comparator. When the speed reaches a preset point it can be arranged to light a lamp (and lockout the other bikes from triggering it).

    You might want to look up the difference between reflective and trans-reflective displays. Modern displays using OLED technology are perfectly readable in sunlight.
