    I don't expect your LED will turn off. When the battery reaches 13.8 Volts power will be disconnected, then the battery voltage will resume say 12.8V and your circuit will turn on again. You need some hysteresis. Thanks Adam

    A re-setable fuse like a PTC is the easiest option because you still need to charge the car so diodes wont work. Thanks Adam

    Sounds like you need is a retriggerable mono-stable. I have never seen a mechanical switch with this built in, but that's not to say they don't exist. Some of the other guys might have seen one. But if you need a circuit then they are quite easy to built from electronic components. See here...
