    Yes Dave I believe it's the TN-C-S earth system with PEN connection and is used because of the fear that the outer earth sheath of the cable from the transformer could become corroded an ineffective as an earth. Adam

    The reed switch should be quick enough if not then a hall effect sensor would do it. The circuit you need is a mono-stable. Google this and see if you can come up with anything. If not I'll draw you something later. Have a go and don't worry if you get stuck. Adam

    I thought he was concerned about ESD? A spark gap is cheap and easy to implement, you just bring it closer until you have a the correct spacing for the amount of expected ESD. A few millimetres is normally all that's needed. Thanks Adam

    Current limit circuit to help you. See if you can work out what it is doing. And your right the zener is a voltage reference. The pot is there to adjust the amount of voltage going to the input of the op-amp. This sets your output voltage. Adam
