    Use the 7805 because you require 5v ... But the 5v may not provide 5v maybe 4.8v, the 7806 too 5.8v not always depends on the manufacturer. . So the trick is to adjust the "gnd" pin, it's actually a ref pin... to get a precise 5v use a potentiometer, a quick way is to use a diode to gnd.

    you'd only ever use a resistor divider on a component which requires extremely little current or the voltage will sag and what was say 9v 5v suddenly becomes 3v . The voltage regulator's job is to maintain a constant voltage.

    What your suggesting is really not difficult, my concern is up in the air, a lead acid battery produces hydrogen under charge...     Could be a dry joint, but it sounds like a simple enough issue, open it up take some photos, don't touch the boards inside as there msy be some high voltage charged caps... The click is the relay which suggests part if not all the power supply works, could be as simple as a cable falling out.

    Most have 10a current measure when you move the lead on your multimeter, and well you should be safe up to a 10amp fuse... If the battery can't blow the fuse, it's not likely to do much harm in a short either..
