    You need a higher voltage, 14.2v will be fine, then the current draw will be much higher, supplying the voltage at 12v wont do much at all.

    It's not faulty.... When you trigger the relay, you need to supply 5v not 12v (most transistors that size handle 6v max on base)

    maybe, some of the components can trap water underneath where it's hard for the water to evaporate totally...

    Chances are there's still water/moisture in hard to reach places, get the washing up liquid out, scrub it all down rinse... and leave out to dry for a few days, or maybe use a hotplate on very low and leave it to dry out... Another way might be to use liquid isopropyl and soak it before drying...

    I've never bothered with a cap in series from a 555 as it should be a clean on/off signal...

    A 555 is not the most efficient ic to begin with. Connecting the + and gnd rails should not make it heat up.

    Higher voltage, basically... you could use PWM to vary the speed to suit your needs.

    It's a high frequency transformer... You having problems with fluro tubes? They usually drive them in older LCD monitors.
