    Balasts do fail and will either go open circuit or short out, the latter causing tube elements to blow clean out. Depending on tube size, balast resistance should be somewhere around 40R.

    Ed, Your diagram shows AC on the timer coil but it could be also a DC unit. I don't believe the Op really said which.

    Doesn't work like that. Coil will draw only what it requires. What may be of concern is the spec says it requires voltage within 10% of rating ( this case 12V ) so if the voltage is dropping due to small cabling, long cable run etc. this will stop the solenoid engaging properly and draw larger...
