    Don't know how you are going to get info from a moving sensor. Hall effect would be a better option as long as you use say rising edge and that point is known. Not sure if a "ring" of light would be absolutely necessary if you are looking for "turn on...turn off point". Many unforeseen problems...

    Yes, that was my thoughts when I said about driving a lower voltage motor (say 6v) with pwm from 12v. (Along with the flywheel) Some good points there Hevans. :)

    Backlash is only an issue if you are reversing the drive or/ if the load is insufficient for the drive. As I commented and also Steve above, if you use a heavy disc, the load will stabilise the motor speed. Flywheel effect. :)

    Cannot see how a short ( cap or otherwise) on the output would cook pots. Given the layout in the specs, I would imagine the 317 would just shut down due to overcurrent which it is designed to do.

    These can be a problem if not genuine Prolific. http://www.prolific.com.tw/US/ShowProduct.aspx?p_id=225&pcid=41 I use different clone devices (not sure what converter I have now) but there are many alternatives, some with drawback issues as you've found.

    Another piece of advice.....not a good idea to connect a microcontroller charger to a supply that is above the rated input let alone one that is diy with problems. Otherwise you stand a good chance of smoking that as well.

    Battery doesn't power microcontroller as expected

    As Bob says, this is never a good idea and will only end badly. In case you are not aware, electricity travels at the speed of light (186,000 miles per second). I doubt you are quicker than that.

    Can't follow what you are trying to do. Those Turnigy chargers take an input from 11 to 17v and have their own microcontroller to give appropriate output to whatever battery type one is charging. Why you want to feed it with a voltage regulated supply is beyond me.
