This again is a 5 V to 12 V converter as it says clearly in the description.
I take it you need a 12 V to 5 V converter.

Hello,

When your powersupply is 12 volts and you want to have 5 volts, you need an 12 to 5 volts converter.

12 V to 5 V means you have a 12 V power source and you need to reduce the volateg to 5 V.
5 V to 12 V means you have a 5 V power source and you need to increase the voltage to 12 V.

I take it from your former posts that the1st ist the case: 12 V source, reduce to 5 V (USB).

As told before: you need a 12 V to 5 V converter or regulator.

I showed you an example here and I gave you a link here.
And as stated here, you can use the same module that you used to step down from 12 V to 3.3 V. It only needs a different setting of the potentiometer.

please help methink i made a mistake
please teach me what is the input and what is output, i think thats where my error stems from
i bought the following 2 items
are any the ones i need:
a- https://he.aliexpress.com/item/1005...t_main.34.5aa71802OCgPtZ&gatewayAdapt=glo2isr
b- https://he.aliexpress.com/item/1005...t_main.39.5aa71802OCgPtZ&gatewayAdapt=glo2isr

or are they both wrong
and one of these is correct:
a-selection #9- https://he.aliexpress.com/item/4001...om:|x_object_id:4001083580129|_p_origin_prod:
b- item 5v - https://he.aliexpress.com/item/1005...|x_object_id:1005006402216482|_p_origin_prod:

The top two links don’t work for me.
The next three do.
If you really want 3.3V, then the middle link is the best option.
12V to 3.3V and other voltages.
Input and output is clearly explained in the title. 12V to 3.3V.
12V is the input and 3.3V is the output.
If you want 5V, then any of the three bottom links will work.
Try to remember that a buck converter lowers the output voltage (3.3V). And a boost converter increases the output voltage. Example: 3.3V input to 12V output.
Hope this helps you out.

Any of the bottom three links will work fine.
But first of all, explain what you mean by your outlet is 12V?.
Do you mean that you already have a power supply with a 12V output?. Is that a 120V/240V to 12V adapter? (Walwart)?.

Let’s try and make this simple to understand so that you can understand us.
Your home has outlets with 220V ac. Your adapter is powered by the 220VAC (input) and converts that to 12V DC (output).
You will require a DC to DC 12V input to 5V output.
I believe this has already been suggested to you several times in this thread.
But for simplicity, the three bottom links that you supplied will work. All three require a 12V input and convert (buck) that 12V to 5V output. Ideal for the bubbler.
Now that we should understand each other, we need to know another factor.
Your adapter should have another value on it. We already know two values, 1) its input is 220V AC and 2) its output is 12V DC.
What does the label say for current (Amps)?.
Example: 0.5mA?
Or 500mA? Or 1.5A or 1500mA?
2A etc etc.
And the bubbler, does it have a label on it saying 5V input and 500mA? Or 1A etc etc.
You have to add these mA or A values with your LEDs to make sure your adapter is strong enough (current rating) to power both the LEDs, bubbler and anything else that you want to connect to it.
@Harald Kapp showed a convenient car adapter. It is 12V input and 5V output with USB. Perfect for the bubbler.
