How precise do u want it to be?
The one above is connected to a voltmeter that's at a range of 1-10 V.
To measure the reading, select the range, and read the reading on the multimeter. Its accuracy is +/- 3pF.

The Capacitance Meter that U gave me has a range from 10p to 10u ... I need something bigger .. like up to 1000 uF / 220V

Then, probaly just buy a capacitance meter. Usually, big, huge capacitors like those would be have no problems and has been tested. That's also why most over 1uF capacitors have labels on them  ;)

What do you want to use the meter for?

I also can't access any of the www.justhandhelds.com pages.  :(
