Electronic LED Display controlable from Computer

I wish to make one Display which may be put outside in open so that news or employment related matters may run on the Display. I had seen many on Railway Station or business areas. In our college we wish to make such for students' benefit. The display should be controllable from Computer

Can anyone help?

We can do soldering and other work related with computers
