homework in RBF "radial basis function" pls help, out of time!!!

the homework said:
design a RBF network classifier with triangular radial basis function and randomly selected cendroids from the data set to use features based on statistical moments of the signal to solve the problem of the smokers and the nonsmokers classifications.

I suppose this has to do with a course on neural networks, and you can read about RBF network classifiers here. But the easiest way to classify smokers versus nonsmokers is by smell... which I suppose uses a neural network of sorts.
