I've made a few pcb's in my time you can get a blank sheet of board with a layer of copper on it then you can draw the circuit on with black permanent marker and the etch the board with chloride. Put the board in a ceramic or glass container copper side up, and fill the container with chloride so it covers the board, move the board about every so often to see when it's done, when it's finished. When the acid is done taking all the copper off. and has left behind the black marker ink. Take it out of the acid bath and dispose of the acid properly then when dry, use wire wool to clean off the marker ink leaving behing copper tracks and voila ready for soldering, thats how I done my boards in the past anyway!
