Parts Identification Help Needed

1. The four parts surrounding the rectifier what are they and what is their function in this schematic. I am confused they look like resistors but are marked like a capacitor.
2. The two inductors Without a meter how can I figure out their value? What is their function also?

Capacitors C101 to C104 are connected parallel to each diode in the bridge rectifier to reduce rectifier buzz on an amplifier or radio circuit.
The parts list will have values of the inductors.

Can this transformer act like a normal transformer without all of those parts for the VCR? I have two and need to be sure to build two power supplys. One will be a LM350 Adjustable used at 12VDC @ 2-3Amps. The other
will be a dual rail 12VDC @ 1.5Amp each. Where can I search for a parts list for this devise at also?
